Former Fanling Magistracy
Erected in 1960, the former Fanling Magistracy was the first magistrates' court in the New Territories and officially opened in 1961. To meet the growing demand for judicial services, two additional courtrooms, support offices, and a Duty Lawyer Service office were added in 1983 and around 1997. Due to a lack of essential modern facilities, the former magistracy was decommissioned in 2002 following the completion of the new Fanling Law Courts Building.
Under the “Revitalising Historic Buildings Through Partnership Scheme”, the magistracy was revitalised in 2018 as Hong Kong’s first leadership institute. The venue is now available for hire for filming and events, having served as a filming location for renowned films. Visitors interested in culture and history are also welcome to join guided tours to learn more about the heritage of the North District.

Training Block:* Monday to Sunday, 10:00 – 18:00
Gardens: Monday to Sunday, 08:00 – 21:00
* Access to certain areas may be restricted during events. Please follow all posted signage and staff instructions.
* Closed during the first three days of the Lunar New Year.

- Visitors are not allowed to park in the Institute.
- Any form of misconduct, indecent behavior, public disturbance, or actions that cause offense, nuisance, or danger to others is strictly prohibited within the Institute.
- Please do not deliver speeches, public lectures or public sermons; take part or enter into an assembly; or conduct any public discussion, public debate, public meeting or public procession within the Institute without prior consent.
- Please do not climb, jump on or over any wall, fence, barrier, railing, turnstile, post or tree within the Institute.
- Please maintain personal and public hygiene within the Institute.
- Please do not display, post, or exhibit any promotional materials, decorations, signs, logos, or other items within the Institute without prior consent.
- No video recording or filming is allowed within the Institute without prior consent. The use of flash or any high-intensity lighting is strictly prohibited.
- Please do not host any events, exhibitions, musical, theatrical, or other performances within the Institute without prior consent.
- Visitors who violate these guidelines will receive a verbal reminder. The Institute reserves the right to request visitors leaving the Institute according to the severity of the situation or after repeated reminders.
